Horizon 1.7.10 server - client cant stay connected

Description of issue:

tried horizon 1.2.0 and 1.1.0
removed world and restarted multiple times
used core packed - failed.
added admintoolbox, ftbutils,ftblib, dynmap - failed.

common theme - start server, login to server, stay connected from 3secs to 5min. crash client
client can not usually reconnect unless restart server
there is a minecart sound upon login.
have updated nic and video drivers.
running java 8 on both client/server

a lot of the common errors point to
